2023–24 (VCU – Redshirt Freshman)

Billups appeared in 27 games off the bench, averaging 4.9 points, 1.2 rebounds, and 12.4 minutes per contest. He connected on 40.3 percent of his three-point attempts (27-of-67) and reached double figures four times, highlighted by a career-high 23 points, including 5-of-6 from three, in a win over Penn State on November 26. Billups also had strong performances in the NIT, knocking down 6-of-12 shots from beyond the arc across three postseason games.

2022–23 (VCU – Freshman)

Billups played in eight games off the bench before suffering a season-ending hand injury, earning a medical redshirt. He scored his first collegiate basket on December 7 against Jacksonville and logged a season-high 10 minutes in a victory over Kennesaw State on November 26.

High School

Billups was the 2022 Virginia Class 4 State Player of the Year and a McDonald’s All-America nominee. During his senior season at Varina High School, he averaged 15.7 points, 6.9 rebounds, 2.4 steals, and 1.6 blocks per game, shooting 70 percent from two-point range and 36 percent from three, leading Varina to a 25-1 record and a Class 4 State Championship. As a junior, he averaged 18.7 points per game and, as a sophomore, he averaged 16.0 points, 5.0 rebounds, 3.4 assists, and 2.7 steals per contest. Billups also competed with the Team Loaded AAU program and was highly ranked nationally, earning a four-star rating, #94 in ESPN’s Top 100 for the class of 2022, and #6 in Virginia according to 247Sports. He chose VCU over offers from West Virginia, Texas A&M, Oklahoma State, N.C. State, Pitt, and others.
